International law firm Trowers & Hamlins has advised Tower Hamlets on the procurement for the comprehensive regeneration scheme of the existing Harriott, Apsley, and Pattison (HAP) Houses located in Stepney, Tower Hamlets.

The HAP regeneration project is to be delivered through a partnership between the London Borough of Tower Hamlets and Countryside (part of the Vistry Group) and will provide approximately 407 mixed tenure, high-quality homes for the local community. The project will go beyond residential development, incorporating a new community centre and improved open spaces and a focus on affordable housing to address the local housing need.

The construction is being delivered in two phases, Phase 1 will begin in June 2026 with a completion target of June 2028, and Phase 2 is due to complete in May 2032.

Trowers acted as sole legal advisers on this project, advising on all legal aspects including providing strategic advice regarding procurement options, developing the approach to procurement, and providing comprehensive legal and commercial input into all documentation required for procurement, spanning development, construction and real estate matters.
