Luke Deal


Luke has experience advising on a wide range of regulatory matters across the public and private sectors. 

He has particular expertise in health and safety matters, from reviewing internal policies and practices to representing organisations facing enforcement proceedings.

He has represented organisations facing enforcement proceedings from regulators such as the Health and Safety Executive, Fire Authorities, Environment Agency and Local Authorities. This includes interviews under cautions up to inquests in matters that have led to a fatality. This includes advising at the inception of an incident and assisting his clients with liaising with the various regulators during the investigation, including being at the client site when required.

He also advises on internal practices and procedures which include policy reviews, gap analysis and internal investigations which assists clients in identifying and managing risk when conducting their day-to-day business.
He undertakes advocacy in the magistrates court, crown court, coronial and professional disciplinary proceedings.

He regularly provides training to clients in the public and private sectors up to board level on corporate and personal liability in the health and safety context and wider corporate criminal liability.

He provides advice across the housing sphere on the health and safety duties and obligations of developers, local authorities, and landlords in the sector.
