Hilary Blackwell


Hilary has over 30 years' experience specialising in healthcare property, constitutional and commercial matters with a focus on major projects and urban regeneration.

Hilary has extensive experience of disposal of surplus properties and ancillary planning matters, including securing overage payments, site acquisition and development, and landlord and tenant issues.

Hilary also advises on public sector powers and funding issues, with particular emphasis on GP funding, continuing care projects, s75 agreements for partnership working and capital grant funding agreements between the NHS and local authorities and the voluntary sector. She worked with NHS England on developing their new standard form capital grant agreement documents and proposed revisions to the Premises Costs Directions.

Hilary has led on a number of PPP/PFI projects and NHS LIFT. Her particular specialisms include joint local authority/health schemes and notable projects include the new Brighton Children’s Hospital.

Hilary has advised on numerous third party development schemes for the construction and operation of new primary and community healthcare facilities.

She has also worked on a large number of staff accommodation projects providing key worker accommodation for NHS staff with nominations rights and cascade agreements negotiated with the local planning authority.

Hilary regularly advises on S106 Agreements and CIL arising from development proposals, as well as advising NHS bodies on their entitlement to claim.

She regularly lectures and writes on topical issues affecting the NHS and related sectors and has an active practice in supported living schemes.

Hilary is a member of the British Property Federation's healthcare committee and the healthcare committee for The Business Services Associations.
