Are the off-payroll working rules due to be reviewed again?

Lizz Truss has confirmed that she will order a review of the off-payroll working rules if she becomes Prime Minister.  

The IR35 regime underwent changes in April 2021 when the off-payroll working rules were introduced in the private sector to prevent the avoidance of tax and national insurance contributions.  Under IR35 rules, the organisation engaging the contractor via an intermediary must determine their employment status for tax purposes and to see whether or not IR35 applies.  For more information on this please see our bulletin from earlier this year 'IR35 and employment status' .

Liz Truss has criticised the rules for wrongly taxing the genuinely self-employed in the same way as employees, despite their lack of entitlement to the same benefits.
