Webinar: Service Delivery Models – What does success look like and what lessons can be learnt?


In 2021, Trowers & Hamlins LLP carried out an extensive survey of service delivery in the public sector.

We wanted to understand how service delivery is being approached today, what models are emerging and future aspirations of the sector. The results were a fascinating read and there is clearly an appetite in the public sector to increase the delivery of public services through in-house and shared services models. Lucy Doran and Scott Dorling were joined by Hilary Morris from the London Borough of Barking & Dagenham. Hilary is a commercial director at the Council and had an instrumental role in the formation of "Be First". Be First is a wholly owned "Teckal" company established to better deliver the long term regeneration objectives of the Council. Be First acts as a developer, utilising Council and commercial investment resources to acquire sites, get planning consent and build out new residential and commercial developments. Be First has gone from strength and strength and Hilary shared with those attending the reasons why it was established, the role of Be First alongside the Council and some of the lessons learnt along the way.
