Delivering new neighbourhoods - Twelvetrees Park, Newham
The £1.5bn+ development will transform a 26-acre former depot and coach park into a major new mixed-use neighbourhood, delivering 4,708 homes, of which 40% will be affordable, alongside a secondary school, new park and playground, and 177,000 sq ft of commercial space.
The regeneration is being delivered across four phases, with the final phase expected to complete in April 2042. Phase 2 is currently underway, supported by GLA funding, demonstrating the scale and long-term ambition of the project.
Trowers has played an important role in supporting the delivery of this complex regeneration, providing comprehensive construction legal advice across the project as well as tax advice. Our work has included negotiating building contracts and professional appointments, asset protection agreements, site remediation and enabling works contracts, bridge and wider infrastructure contracts, and providing input into the development agreement and associated documentation.
We have also advised on arrangements for construction materials being imported from overseas, including the negotiation of supply contracts and vesting deeds. This breadth of advice has helped address the contractual, infrastructure, procurement and tax considerations associated with delivering a complex, multi-phase development of this scale.

TwelveTrees Park summary
Berkeley Homes’ TwelveTrees Park is transforming a major 26-acre brownfield site in West Ham into a new mixed-use neighbourhood, bringing significant investment, new homes and community infrastructure to Newham. The wider regeneration is set to deliver more than 4,700 homes, including around 1,650 affordable homes, helping to address local demand for both affordable and family housing.
At the heart of the development will be 12 acres of green space, creating new places for residents and the wider community to relax, meet and enjoy. Plans also include a new secondary school for 1,000 pupils, alongside retail, commercial and community facilities that will help create a vibrant and well-connected neighbourhood.
Connectivity is another important part of the scheme. A new entrance and bridge into West Ham station, together with additional pedestrian bridges and improved infrastructure, will make it easier for people to move through the area and connect with the wider transport network.
TwelveTrees Park represents a major long-term investment in West Ham, turning previously underused land into a greener, better-connected neighbourhood with new homes, amenities and opportunities that can benefit the local community for generations.
