Rebecca is a partner in Trowers & Hamlins' Projects and Construction department and co-heads the Public Procurement practice.  Rebecca is named as a 'Leader in the Field for Public Procurement (UK-wide)' by the Chambers and Partners' Guide to the Legal Profession 2018.  

Rebecca has been described as 'very focused on the outcome and the client'. Chambers quoted clients stating that, 'We had some challenges which she dealt with immediately, and which all disappeared based on her response.' She is also ranked in the "Who's Who Legal Guide to Government Contracts 2018, where she is described as “an exceptional procurement lawyer” and “particularly strong in the construction and regeneration sectors".

Rebecca has significant experience in advising clients in the public, private and third sectors on Public Procurement and State Aid issues. Her clients operate across a range of sectors (including government, housing, health, IT and leisure). Rebecca specialises in providing practical and commercial advice on complex procurement issues and advises on tendering procedures, procurement structures and evaluation/qualification criteria and processes.

Rebecca has advised, presented seminars, written articles and authored/edited various publications on the EU procurement regime and the implementing UK Regulations (including the CITB Client-Led Approach to incorporating employment and skills into projects and the HACT Social Value Toolkit on the use of procurement procedures to boost social value initiatives). She is also a long-standing member of the Executive Committee of the Procurement Lawyer's Association.
