Trowers & Hamlins congratulates Alliance Homes on Sustainable Housing Awards win

Trowers & Hamlins congratulates Alliance Homes, winner of the "Sustainable Housing Finance Award" at the Sustainable Housing Awards 2014.

Alliance Homes picked up the award for its PV Framework, a trailblazing approach to self-financed photovoltaic generation programmes for Registered Providers.

The Sustainable Housing Awards 2014, organised by Inside Housing and the Chartered Institute of Housing, took place on 17 October 2014 in London.  The awards recognise the best-of-the-best in the housing sector and acknowledge social housing's pioneering role in greening the UK’s housing stock, cutting emissions, and tackling fuel poverty.

The winning PV framework programme shows how a nimble and lean approach to the EU procurement regime allowed Alliance Homes to appoint a contractor in a short timeframe so that it could mitigate the risks of radical changes in government policy and lock-in to the most beneficial feed-in tariffs.

The pioneering framework agreement has also been accessed by numerous landlords across the South and West of England and has the capacity to put panels on up to 70,000 homes.

Chris Paul, Projects and Construction partner at Trowers & Hamlins, said:  "The framework allows members to obtain quality PV panels without procurement delay, and this speed has proved important.  In an era of changing feed-in tariffs and shifting Government policy, this framework has helped switched-on social landlords to get the best returns."

Steve Drew, Managing Director of Alliance Homes, added:  "The procurement of this OJEU framework for PV panels has meant that other landlords can access the arrangement in a quick and compliant manner, safe in the knowledge that they are getting a competitive, value for money and innovative PV panel, with all of the related procurement and legal issues resolved from the outset."

The Trowers & Hamlins team advising Alliance Homes was led by Chris Paul, with Rebecca Rees advising on EU Procurement and framework structures and Rob Beiley advising on vires and governance regarding ownership of the panels and receipt of the tariffs.
