Trowers & Hamlins advises Oldham Council on £210 million partnership

We have advised Oldham Metropolitan Borough Council on the completion of a £210 million Strategic Service Partnership with the Unity Partnership consortium, a joint venture between Mouchel Parkman, HBS and Agilisys.

The Trowers & Hamlins team advised the Council on all legal aspects of the project and produced what they described as a “truly innovative contract” which will involve the setting up of a 33% joint venture structure by the partners in the project to deliver its objectives.

Under the terms of the contract the Unity Partnership will provide the Council with a range of functions including customer services delivered though a network of one stop shops, Council Tax and exchequer services, highways and property services. Significant improvements to the Council's ICT infrastructure will also be delivered as part of the project.

Over its ten year lifespan the contract, which involves the transfer of several hundred local authority staff to the new public/private joint venture, will have a value of more than £210 million with the potential to grow to £1 billion.

The project agreement contains provisions which commit the Council and the Unity Partnership to working in partnership to enhance job creation and community cohesion in Oldham and its surrounding areas. These provisions are unique and mean that the Oldham Strategic Service Partnership project is the first of its kind to allow a local authority to deliver this kind of community regeneration focused objective.
