Trowers & Hamlins advises Barnet on joint legal service with Harrow

Trowers & Hamlins has advised the London Borough of Barnet on an inter-authority shared service agreement to merge the authority's legal department with that of the London Borough of Harrow.  The two authorities will set up a joint legal service for an initial period of three years in a move that is intended to reduce legal costs through greater efficiency and economies of scale.

Trowers & Hamlins advised on issues including cost sharing, TUPE, pensions issues, service standards, risk management and procurement law.

Helen Randall, Partner and Head of the Public Sector Commercial department said:

"This new arrangement is an example of how authorities are being innovative to cut costs.  We are delighted to have been involved with this transaction as it is a good example of the shared service arrangements that forward looking local authorities are implementing to address the cuts in their budgets whilst still providing the essential services their communities need.  We wish the new team well with the service."

Led by Head of Public Sector Commercial Helen Randall, the Trowers & Hamlins team included Employment partner Richie Alder and Pensions partner Martin McFall, as well as Lucy Doran, Pamela Holt and Andrew Slucky from the Public Sector Commercial department.

Bevan Brittan acted for the London Borough of Harrow.
