Trowers & Hamlins advise Leeds City Council on PPP regeneration project

Advising Leeds City Council on Phase IV of the City's innovative PPP based EASEL regeneration project, a £1.5 billion regeneration scheme in east and south east Leeds.

Advising Leeds City Council on Phase IV of the City's innovative PPP based EASEL regeneration project, a £1.5 billion regeneration scheme in east and south east Leeds. We have advised the Council on issues including procurement procedures, the use of the EU competitive dialogue, the structure of potential joint venture vehicles, use of the Prudential Code and alternative funding routes, vires, CPO, planning and regeneration strategies. This project, procured as a 15 year PPP contract, is one of the largest regeneration projects to be undertaken in the UK in the last decade. The EASEL project will provide 5000 new build dwellings spread over 116 hectares over its lifetime and will provide decent homes for the residents of some of the city’s most deprived estates. The project breaks new ground as the first of its kind where the procuring authority, in this case Leeds City Council, will hold an equity stake in the joint venture set up to take the project forward.
