Malcolm has been solicitor and adviser to several major local authorities and has held senior positions with Leeds Metropolitan City Council and Plymouth City Council. His local government career culminated with his appointment as City Solicitor and Deputy Chief Executive with Plymouth City Council. He has been adviser on a wide range of legal matters to local authority associations, various education bodies, government departments, private sector service providers and development partners.

Malcolm offers clients the benefits of more than 32 years spent working on major town centre, retail and mixed use redevelopment schemes. He is acknowledged as a Legal Expert and a leader in the fields of Administrative & Public Law and Local Government in both the Legal Business: Legal Experts directory and Chambers and Partners Guide to the Legal Profession. He is also a recognised Legal Expert in the field of Project Finance (PFI). The Legal 500 recognises Malcolm's standing in the regeneration and public sector legal services industries describing him as "a heavy hitter". The Chambers & Partners guide to the legal profession recognises Malcolm as "hugely respected and rightly so". Chambers & Partners also acknowledges his "stellar reputation in the field of regeneration projects".

In addition to his extensive infrastructure procurement, regeneration and PFI/PPP work he has also led teams working on projects involving the provision of "shared services" across a range of functions including building and property maintenance, housing needs, exchequer and finance services, inter-authority agreements, service level agreements, e-government, and Gershon led delivery vehicles.

He has recently advised clients on Asset Backed Vehicles, Tax Increment Financing (TIFs) and public sector financing powers.

He acts as an independent investigator and chairman of Inquiries (e.g. Designated Independent Person).
