Helen Randall
Helen is the Head of Trowers Public Sector Commercial Department and advises both the public and private sectors on joint ventures, strategic partnerships and regeneration projects, BSF, waste and shared services.
Helen is recognised in the Legal 500 and Chambers Guides as a national expert on local government and PPPs. The Legal 500 praises the 'forensic' approach combined with 'genuine creativity' which Helen brings to her work. Chambers 2009 quotes clients stating that "she is a great combination of being to the point and commercially minded, which means she really knows how to bring a deal to its conclusion." The guide adds that Helen Randall is “a procurement expert who knows the law and can present it well.”
In 2007 Helen was named as member of The Lawyer magazine "Hot 100" in the public sector lawyers category for her outstanding contribution to the public sector legal services industry. She is a director and former chair of the award winning New Local Government Network, a leading policy think tank which promotes efficiency and modernisation in the public sector. Helen was a member of Sir Ian Byatt’s Procurement Taskforce and contributed to the Byatt Report.
Helen has edited both editions of the Tottel's Guide to Local Government Contracts and Procurement, co-authored Butterworth's Guide to the Local Government Act 1999 and contributed the procurement chapters to Sweet & Maxwell's PFI and PPP Encyclopedia.
